That's a very general question.

If you listen to the program and it plays as a stream of data to the audio
buffer, then you can either bind a microphone to your speakers (the dodgy
way) or use programs which capture audio and save it to a file. It all
depends on what operating system you are using.

Once you have this data you can use CD burning facilities that do the
necessary conversions and produce an audio CD.
