As Mary insinuated, it was probably worth telling small businesses and home
users that the coverage was incomplete. E.g. "As far as we know _at this
moment_, you are not fully protected". In fact, Microsoft is notorious for
putting many impending fixes 'on the shelf'. Until some security consultant
gets tired with their attitude and publishes some vulnerability details, or
even an exploit...

Perhaps they should have changed their distribution pipelines for betas of
Vista. At the time, the Internet was said to have slown down. Honest.
