An interesting argument.  Certainly, Microsoft did well with their
bribery at Newham Council (one of the London Boroughs), but were
unsuccessful with Birmingham City.  Previous examples included the
Central Scotland Police, where they went Linux/OpenOffice, but Microsoft
came along with lots of FUD and got them back onto Windows.
