Because Office et al is the cash cow. The Windows OS, is just a taster
to get you into office.
When you bought Win3.1, you could install it on any computer, you could
move it, upgrade the system, all without worrying that the OS would
somehow decide you no longer had the right to use it. Look where it's
heading now. Tied to one specific machine unless you get permission to
change, and don't upgrade too much hardware either!
MS-Windows gets more and more restrictive, Linux, more and more
flexible, and free.
