To add: alt tags are being abused already and they can also be used to boost
the relevancy of images (e.g. Google Images pick them over captions). As for
the title attribute (among other) in links, I am not too sure. Markup is
used in evaluation, but it is not indexed. I don't think it would introduce
too many problems if it got indexed. It just wouldn't benefits the search
engine as a whole.
