The hook-plugin/source model also encourages extensions that suit a variety
of different businesses (self-tailored software), not just the handicapped.
As testified before in this forum, Microsoft refused to cater for the
disabled, e.g. by making some hooks available for plugins that are built by
third parties. Never will this happen with OS software...

There was accessibility FUD in Mass. transition to OpenOffice. Here are some
relevant bits.

Microsoft offers schools in Mass. free software

Microsoft plays Massachusetts Senate card

OpenDocument not a done deal yet
