An Australian company called Black Duck is set to address this problem by
detecting plagiarism at a low level (essentially being able to tell apart
pieces of code, as well as their accompanying licence). Inability to find
violations of GPLed code is a myth and in fact quite an effective piece of
FUD that's easy to defend on the thin surface.
