Yes, especially since it won't be installed automatically via Windows
update.  It will be redistributed as a high importance update, not a
critical one.  High importance items are not automatically installed, but
ask the user if they would like to install them.

Yes, clicking "No" is so difficult to the question of "Do you want to
upgrade to Internet Explorer 7?"
