It shows why a "naked PC" costs as much as one with Windows on it - ie.,
you are paying for the Microsoft Windows /whether you get it or not/.
This is a cracking example of monopoly abuse, since it prevents proper
market reaction from taking place - the customer is /unable/ to chose
anything other than Windows, since they pay whether they get it or not.
The market does /not/ decide, rather, the monopolist does.
