The viewer downloads exactly the same content as he could record off-air
and copy to DVD. The quality may vary, but it's essentially

That's what I said above,

"There are other solutions to control overseas distribution rights of UK
licence payers' programmes which could be implemented without
inconveniencing any UK users."

Perhaps by allowing free access to UK users but incorporating DRM for
overseas users.
