Linux development has always been organized.  Even before Linux, the
GNU project helped to organize the efforts of developers willing to
contribute.  In the 1980s, usenet was developed primarily to help BSD
Unix developers and contributors and administrators to cooperate.

What we are likely to see in the second phase is more funding, more
aggressive adoption, and possibly even direct confrontation between
those who wish to impose Windows and Microsoft products onto groups of
PC users, and those who wish to use Linux and OSS technology.  Vista
EULA licenses, memory consumption, and "kernel mode lock-out" have
pretty much forced an Either/Or decision.  Either use Vista, or get XP
and add Linux.

If Apple continues to grow it's market share, and the Windows market
continues to deminish, OEMs may demand the ability to configure their
PCs as they see fit, including the configuration of XP and Linux in a
co-resident environment.

It's quite likely that negotiations taking place over the next 6 weeks
could determine the life or death of several PC manufacturers, as well
as Microsoft.
