I think OSS and education is a perfect match. The cost is low and the ROI over the long haul will be lower than with Microsoft or other CSS software. The big problem is convincing the school boards and administrators that there is something other than Microsoft and Apple available to them. Microsoft is so entrenched in this market that it is going to be very difficult for Linux to break into.

I know at least one school that is moving in this direction though, albeit slowly. They are running Linux on their new IBM Blade Center so it's only a matter of time before Linux starts becoming integrated into the desktop systems as well. I know the tech staff is pushing for Linux but it's a tough battle.
