If you look at the links appended (probably too many of them to be useful),
you'll see that the government is not interested in software that phones
that other democratic country. As a matter of policy, China wishes to moves
to Red Flag Linux (maybe they'll plant some of their own code in it).

Diplomats in China are having a powwow with Bill Gates every now and then,
but I'm not sure how effective that it. Bear in mind that China has recently
joined an international pact (also includes Brasil) which strives to give a
boost to FLOSS. Those few schools that adopt Linux at a high scale could
serve as case studies, as well as show what needs improving (if anything
isn't sufficiently mature yet).
