In Germany they also scan 'your' Windows, so if you don't boot into (or
install) Windows, then the police can't scan your /usr/bin .

These laws probably apply to off-the-shelf, over-the-counter S/W. That's /not/
Linux, so you'll only get in trouble once you committed a cybercrime (with or
without nmap), not before.
