Of course. China cited this as a reason a long time ago. This is not a standard
really. It's a bunch of programmers in the 80s hacking on code rather than
looking at existing standards, e.g. for date formatting. To this date,
Microsoft's formats are a sordid mess with specs like "DoTabsLikeWord97"
or "EmulateWordPerfect". This is 2007! What an inelegant mess.
