Idiot. Dumping???? Microsoft is getting paid $235.5 MILLION dollars for this program. Only a complete idiot like Roy Schestowitz would conclude that this is "dumping."

Hilarious. The $235.5 million is an amount Microsoft is PUTTING INTO the Partners in Learning initiative. At best they can get some of it back by tax write-offs.
