It sounds like a nice idea. The site ( http://www.flossforge.net/ ) appears to
be down/inaccessible at the moment.

Some projects take wishlists and feature requests as bug reports already.
Proposal of new projects and other variants (offshoring, jackpots, bounties)
exist in some other sites.
