He's spot on. Only by protecting proprietary software can the IT industry in
Vietnam take off. That protection will drive everyone away... to FLOSS and
GNU/Linux.
The relative cost of commercial software there makes a compelling reason to
migrate to something that's financially sustainable (the merits are just a
bonus).
