Use the Color Picker tool in the GIMP. This tool, however, only makes the
colour selection appear in the GIMP main windows. You can then tap on your
foreground colour to see what it corresponds to in terms of numerical data.
If you were using Linux you could use the KDE Colour picker (maybe a GNOME
equivalent exists, but I haven't come across one), which gives you the value
of any colour on your screen in the hexadecimal form, which is what you are
after.
