I used such features back in 1997/8, with Internet Phone. I am most certain
there is something that works among Linux peers, as well as something
inter-operable. I wish I could just put my finger on an actual application
with a name.

I think some extensive Web searches should reveal something. Try Freshmeat
and Sourceforge, too.
