Seems fairly reasonable to me, its target audience is that University.
Colleges have had more than their fair share of trouble with people
doing the piracy thing with peer to peer software on their internal
networks. The chance of a college kid NEEDING a feature that is in
photoshop but not in GIMP is slim to none, so why should they be
breaking the law or spending bucks for something they can legally do
for free. Same can be said about Windows itself and OpenOffice.
