It's possibly part of the black Web. I wonder if /most/ Web pages are like
that. Fortunately, the vast majority is not being indexed (by decent
crawlers), but it still messes up things for startups that want to explore the
Web. They have no established blacklists for domains. Maybe it's time for an
equivalent of spamcop.net, but only for domains. Open service for the benefit
of all. Some address bars start taking such an approach, but they are run and
maintained by companies (therefore they are self-serving spyware).
