For all I know, Ballmer was torn between finishing the MBA and continuing his
work at Microsoft, which back then included just dozens of employees. Ballmer
was not certain about its future.

I will have the viva some time before Xmas. The examiners need to read the
thesis. I was going to submit this over a year ago (exceptionally early), but
I got distracted by several things including Linux advocacy, which I don't
regret.
