Projects like these compete very hard and at least one of them opens up sooner
or later (for added value, advantage). If none has yet been made open source,
consider using Wine in the mean time. Mind you, a lot of tools emerge as
Web-based these days, sophisticated translators included. These are based on
open standards.

Windows is just a platform. Developers can usually compile for GNU/Linux.
Increasingly they do.
