Ask Dell if you really want to know.  Make sure you tell us their response.

You (and Rex Ballard and the rest of cola) know exactly NOTHING about the
OEM relationships and contracts with Microsoft.  You make stuff up on the
fly to support whatever argument you want - and those arguments change day
by day.

France claims to want a "healthy and profitable open-source industry"?  Have 
they heard of Mandriva?

What's "notably" about it?  Will it suddenly make OpenOffice Calc launch and
run as fast as Excel does on my x86 PC?
