And yet is still able to arm himself, which is the fundamental problem.
If there were a proper licensing system in place, then things might be a
little safer in the US, but even that is unlikely to stop these kinds of
events from happening.

Total speculation.  My equally valid speculation is that it would have
made no difference at all, since he would merely have planned around
that little issue.

And how will you know that he has?  Do you wait until he's killed
someone?

For the record, I have a certain amount of sympathy for the position
you're suggesting, but I find your arguments hold no water at all.
