I should note, of course, that no one has, pedantically
speaking, broken the law until a conviction has been
obtained in a court trial, or a confession.  He can, of
course, be alleged to have broken a law -- and one hopes
in that case as to specifics when a jury (or judge in lieu
thereof) receives the case.

Um....are you charging him under Title 21, Chapter 13, Subchapter I,
Part D, section 844, paragraph (a) (simple possession), then?

Or is this more under something under Title 18, Part I, Chapter 47
(fraud/false statements) or Chapter 96 (RICO)?

Chapter 105 (sabotage), 113A (telemarketing fraud),
41 (extortion), 63 (mail fraud), and 65 (malicious mischief)
are also vaguely possible.
