I was thinking in terms of a blacklist, but it could be shaded.  If
nothing else, just keeping a list of Linux distributors who've signed-up
to Microsoft's claims regarding Linux ownership would be useful, and
then a listing of which devices they're on, so we know what to steer
clear of?
